/usr/sbin/opensips-m4cfg provided with opensips package to process m4
configuration files.

I've installed clean fedora 19 (minimal), then
yum install
http://yum.opensips.org/1.10/releases/fc/19/x86_64/opensips-yum-releases-1.10-1.fc19.noarch.rpm
yum install opensips opensips-mysql

service opensips start

It starts without any problems.
