[OpenSIPS-Users] Website documentation rework

Dear OpenSIPS'ers
I really excited to announce that the documentation rework was
completed, the new portal is in place and live
<https://docs.opensips.org/manual/devel/>
Everything moved to markdown format, stored in GIT repors via GitHub,
aligned to latest 4.0 version, enhanced with a lot fully working config
samples!
There was a lot of works, re-structuring, updating, enhancing, extending
of the entire documentation ecosystem - you can read all the details

Any reports , of any nature, are more than welcome :)
