Hello Vlad,
Thank you for pointing out. I adjusted as following and it resolve the 
issue

if sys.argv[2] == "encode":
    print(encoding().strip())
elif sys.argv[2] == "decode":
    print(decoding().strip())
elif sys.argv[2] == "test":
    print(testing().strip())
