Hi, Alexey!

I believe there is a misunderstanding here:

The time when OpenSIPS unblocks an IP is not determined by the 
remove_latency parameter, but rather by the traffic itself: the IP is 
unblocked when that specific IP (or range) traffic goes below the 
thresholds set.

The remove timeout value is used _after_ an IP is unblocked, and it no 
longer sends any traffic, and specifies the number of seconds OpenSIPS 
should keep that information in memory before completely removing it and 
releasing the memory. Hope this helps you understand the behavior of the 
PIKE module.
