[OpenSIPS-Users] Registration issue

Hi.
taking my baby steps with OpenSIPS and i have created in ubuntu 18.04
server 64bit an installation of opensips with control panel. Everything
seems OK, no errors appear, but when i try to register users they fail.
-Here is the config of the opensips.cfg

192.168.178.2 is the computer's IP where zoiper is
192.168.178.23 is IP of OpenSIPS server
i have taken a tcpdump from the system when zoiper tries to register as
user 2000.

Could someone help me what is wrong and the registrations fails?
