Much like client_nat_test(type)
<http://www.opensips.org/html/docs/modules/1.6.x/nat_traversal.html#id293757>
function
determines if the UAC "communicating with" OpenSIPS is public or private,
we require a way to determine if the UAC OpenSIPS is "communicating too" is
nat'ed. Basically the same exact function only for outgoing communications
vs. incoming.

For lack of better way to describe it a "server_nat_test(type)" function?
