Background

We have been using Opensips 1.7 and the Cisco E20 had no issues.  Since we
upgraded to 1.8 even with the same config are having the issue of the ACK
not being forwarded on by the Opensips even tho i see the matching
information in the dialog.  I have tried match_dialog and checked with
$DLG_status and it is unable to match the dialog
