[OpenSIPS-Users] Compiling 1.8 with TLS

Hello,

Indeed, this is related to menuconfig, and how it handles TLS and SCTP. 
For TLS and SCTP, it's not about just setting a compile time flag, but 
there is also the need to set the TLS and SCTP shell variables, so that 
the tls/ folder is also compiled & linked.

I will fix this until 1.8 is released as stable.
