Looks like xcap-directory.xsd schema file lacks the initial XML document declaration. Can you add this at the top of that file (check the location with dpkg -L openxcap):
<?xml version="1.0" encoding="UTF-8"?>
Add it as the first line and please let me know if it worked for you.
