the disabling / enabling is for the destination (like if to be used or
not). So, if the destination gets into probing mode (via dr_disable()
script cmd or via the mi function), the probing will start for that
destination, in order to do auto re-enabling.

if you manually (from MI) disabled the GW, no auto-re-enabling will be done.

that works for both - manually disabling a GW (via MI) will prevent auto
re-enabling of the destination.
The difference is when the probing is done - for (1) it is only when the
destination is disabled or probing mode and used for auto-re-enabling;
for (2) is all the time and used for both auto disabling and enabling
