[OpenSIPS-Users] ratelimit bug?

Hi Brett,

This seams the 1.5 code .....I took a look an there is no overflow check 
(for the pipe_id you pass from the script). I will add some sanity 
checks in there.

Also I will take a look to see if this is applicable to 1.6 also.
