Hi Krunal,

REFER is a sequential request (in dialog request) - it is route based on 
record-route/loose-route mechanism (as all the other sequential requests 
- ACK, BYE), so you do not have to do anything special for it. 
Especially as this request is transparent for the proxy (nothing special 
to do for it).
