I'm trying the permissions module as you advised but can't make it work.

At first, I only installed register.allow and register.deny and have
only used allow_register().

It was not working and magically work after installing 
empty "permissions.allow" and "permissions.deny" files...

May be you might fix this! Anyway, it's working now.
