[Users] Change a Status Code From 182 to 180

Hello,

it is not possible to change the code of reply. You can drop provisional 
replies from onreply_route.

A solution for your case is to send stateless a 180 ringing once you 
discover that the user is registered, and maybe, via some way, you know 
that is troublesome device.
