[Users] run_failure_handlers warning message

Since we upgraded to 1.1.0 from time to time the following warning is 
logged:

WARNING:tm:run_failure_handlers: no UAC or CANCEL support (1, 2)

Is it "normal" or does it indicate some problem some were?
