[Users] icmp port unreachable

Hi Helge,

I recall several discussions regarding usage of ICMP error reports for 
UDP in order to triger failover. The result was that not all OS are able 
to properly deliver ICMP reports to the applications, so no common and 
no reliable way of doing it was found.
