[Users] Refresh Publish

Dear friends, 

when I refresh the PUBLISH message, the openser send a NOTIFY to the watchers, but, don't send the notes of the original PUBLISH.

how to make that openser send in a NOTIFY the notes of the last PUBLISH ?
