[Users] sent notify after registration

Hi guys, 

I'm trying to generate (read data from custom database) and send a notify message to user agent when it registers and there is a voicemail left. I don't want to use an external script due to some reasons. I had a look on the msilo and uac modules but they don't seem to be suitable for the purpose. Is it possible with some of the modules or currently I need to use an external script?
