[OpenSIPS-Users] No acc records after opensips restart

Razvan,
no, I was only setting the CDR_FLAG on the initial INVITE. This works with
1.10.

Then with 1.11, I tested setting the CDR_FLAG when processing BYE requests
but it didn't work.
Then I set DB_FLAG for BYE and after that, it worked.
So this behavior changed.
