 It should be in standard unix time (seconds since epoch). You can easily convert it online @ http://www.epochconverter.com/ . Note you may need to adjust the time for your timezone relative to GMT.

Does anyone know what format is used to report time in the E_ACC_CDR event?
In the acc table, it is shown as:
2013-07-19 18:25:03
...but in the event sent to rabbitmq I get:
Created::1374254703
