[OpenSIPS-Users] REFER erroneous retransmissions

Hi Damien,

Once again, thanks for the help in troubleshooting this yesterday on IRC.

I made a fix for this race - see the trunk rev 8823 and 1.7 rev 8824 - 
updating from SVN should fix your problem - I ran several tests, but 
please also confirm it from your side.
