Would they also be invisible and/or untouchable in the local, b2b_request
or b2b_relay routes?  I was able to "see" them in all three, but only
touch them on the initial client-side message in local_route.

I'm not interesting in applying any changes to received messages, only to
the ones sent by the b2b.
