Thanks Norman

I have solved the issue already

The main problem was i had to resolve the ip-address properly

jp is my hostname
local means localhost
jp.local means host jp is trying to access the system itself

I had to just place jp.local in

/etc/radiusclient-ng/radiusclient.conf (acctserver = jp.local)
/etc/radiusclient-ng/servers (jp.local instead of
127.0.0.1 or under the SERVER NAME and its corresponding key)
/etc/freeradius/clients.conf edit the client block as
per necessary ( in my case instead of 127.0.0.1 i had to replace it
with jp.local)
