If I use mi_datagram module, with exactly same configuration, I can use 
opensipsctl command as root with no problem:

  /tmp# ls -l
  prw-rw---- 1 opensips opensips 0 2008-11-10 00:28 opensips_fifo|
  srw-rw---- 1 opensips opensips 0 2008-11-10 00:28 opensips.sock=
