[Users] sending NOTIFY messages

The xten phone can be told to reset or update using NOTIFY events.
The linksys phone can be told to reset, update, or publish its
configuration using NOTIFY events.  It appears that sipsak is probably
the solution.  I had looked through its man page and had been hoping
for something like --method NOTIFY.  That plus putting Event: in the
body would have solved the problem.  I didn't realize you could script
a packet with sipsak.
